Race-Based Data Collection

Waterloo Region, Ontario – The Waterloo Regional Police Service (WRPS) is issuing an open call for an academic partnership for the analysis of race-based data collected by the Police Service.  

As part of the Service’s commitment to safeguarding the fundamental rights guaranteed by the Canadian Charter of Rights and Freedoms and the Human Rights Code, it aims to develop a partnership that will lead to a comprehensive, actionable and sustainable strategy to improve our collective understanding of systemic racism and discrimination in policing.  

“The race-based data collection strategy requires an open, transparent and accountable methodology,” said Bryan Larkin, Chief of Police. “We want to see it applied by experienced academics, in consultation with experienced stakeholders, our community, and members of our Service that will lead to strengthened public safety and quality of life for all residents of Waterloo Region. We made this commitment in June 2020, and we are excited to see it moving forward with more opportunities for meaningful engagement with the public we serve.”

The academic partnership is a critical component of the race-based data collection strategy, which is intended to produce concrete actions and accountability mechanisms to address systemic racism and discrimination. It will also continue to inform the evolution of goals and objectives achieved under the WRPS Equity, Inclusion and Diversity Strategic Plan.  

The WRPS currently collects perception-based race data for use of force, regulated interactions and intelligence notes, much of which are requirements mandated by the Ministry of the Solicitor General.
